Reduced rates are available to customers receiving certain public assistance benefits.

Fuel Assistance
If you or a member of your household receive fuel assistance benefits and you are a Northern Utilities residential heating customer, you are automatically eligible to be billed on the Low Income Assistance rate retroactively back to November 1 of the current fuel program year. You will be billed on this rate as long as you are eligible for fuel assistance.  The rate on your account will change back to the regular rate on October 31 due to this being the end date of the fuel program year, unless you continue to qualify for the rate due to eligibility in one of the other approved programs listed below. If you are approved for Fuel Assistance in the next program year, you will be credited back for the low income assistance rate back to November 1. The Community Action Agency will notify us of your participation-you do not need to contact the company to apply for the rate. 

To apply for fuel assistance benefits, please contact your local Community Action Agency.  They will certify that you meet the income guidelines of the program, and then notify Northern Utilities if you are eligible.  You must renew your fuel assistance program eligibility each year with your Community Action Agency.

Other Qualifying Programs
If you are a residential heating customer, you may qualify for Northern's Low Income Assistance rate if you or a member of your household receives a benefit in one of the following programs: 

  • Electric Assistance Program (EAP)
  • Supplemental Security Income Program
  • Women, Infants and Children Program
  • Commodity Surplus Foods Program (for women, infants and children)
  • Elderly Commodity Surplus Foods Program
  • Temporary Aid to Needy Families Program
  • Housing Choice Voucher Program (also known as Section 8)
  • Head Start Program
  • Aid to the Permanently and Totally Disabled Program
  • Aid to the Needy Blind Program
  • Old Age Assistance Program
  • Food Stamps Program

To qualify for the low income assistance rate through one of the above mentioned 12 qualifying programs, you must provide the company with proof that you or a member of your household receives a benefit in one of these programs. On the date that the company receives an approved document verifying this, the rate on your account will be changed to the low income assistance rate and you will remain on the new rate for a one year period.
